		<description>let me clarify certain issues you pointed out. although i'm not a blogger, i couldn't help myself but comment on your concern over the education sector's budget.
i believe from the trillion budget of the government for this year, DepEd received one of the highest allocation for the social services. although corruption is a reality, i am rather inclined to conclude that a large chunk of DepEd's budget is spent mostly on Personal Services (salaries and wages paid to teachers and staff personnel) and the Maintenance and Other Operating Expenses, used to maintain facilities of the department and used for its day-to-day operations (i.e. chalks, chairs, etc.). that's why Capital outlay (budget for new facilities and classrooms) becomes too little to have a positive impact on how public schools educates the public.
similarly, the salaries of teachers are not dependent on the total budget given for DepEd. it's the other way around actually, the Salary Standardization Law provides for a unified system of remuneration for public school teachers.
but ultimately, i would have to agree that public school system's losing its luster. more often than not, it could be attributed to the growing number of enrollees, because private school are becoming too expensive. the teacher-to-student ratio and facilities in aid of education needs to addressed to improve public schools. ^_^</description>

And the reason they're there is that because they say that we here in the Philippines provide cheap but rather good education. The fact that we are a well versed english speaking (secondarily) country, they take the oppurtunity (or rather the advantage) of getting good education. Hmmm, if they say such, how come we don't know? Or are we just taking it for granted?</description>
